One of Brunei's root node missions allows you to vassalize Sulu.
However, this condition does not check whether a human is controlling Sulu or not. Normally Brunei revokes the guarantee on signing an ally contract so the chance is small. But in rare cases, these do happen and could happen frequently if AI is modified to pursue mission trees eagerly.
Seasoned players know of this mission and will act when the situation is on the horizon, but that's not true for beginners. So it's like punishing the players for not playing Brunei prior to the Sulu.
So, just like the da Gama event, just give a permanent claim when the Sulu is controlled by a player. 5 lines of code and no harm were added to the other players.
Just came into my mind when I was making the Sulu mission tree mod and suggesting it.
