I can add some thoughts (ping @Arheo ) :
  • Shroud is needed given how little the romans knew about parts of the, by then, known world in 304 BC. And that is a understatement for what certain tribes knew about their surrounding world.
  • There should be some sort of diplomatic range limiter for knowing specific things about specific countries. That is, you should not know about the ruler or a factions national focuses, if the country is discovered but outside diplomatic range.
  • Perhaps if the area is already discovered but outside diplomatic range, and no ally or trade partner has any contact with that area of the map, perhaps they could just be represented with what culture that is dominant?
  • If the things above are implemented, there should be a mechanic for naval limitation in the game, that keeps the player from discovering to much by sea early on.
  • The romans colonized Iberia early on in the 3rd century BC after defeating Carthage in the 2nd Punic War. There should be some mechanic for that. Just as there need to be similar mechanics for establishing colonies as other factions.
  • There should also be a different sorts of colonising. The athenians used colonising mainly as trade stations for trading, for example.

Overhauling the map from up to date political boundaries to a “fog of war” style would a monumental change to gameplay. Not necessarily in a good or bad way, but it would change how you scout, and interact with neighbors and trust their intel. It could even be interesting if the map gave “false borders” based off old scouting or untrustworthy map info.

As I said in the other suggestion on this; I'd only be pro this if it was implemented in a way that still let me marvel at how beautiful this game's map is. As in, obfuscate the information, but not the geography. I sometimes like to just scroll around the world and look at geographic features, rivers and mountains when I'm not doing anything important just because the map is so lovely.

Instead of those ugly clouds, only the political info could be hidden. However, I do love looking the map to find the borders of Rome or Macedon, etc... from time to time.

Maybe, an event of one character visiting the nation could give you a political peek of one set of regions.
