Add permanent casiusbelli

Hi there !
When i first came up with the idea of creating The kingdom of jerusalem I found out that the must have against the mamelucks, but. It seems that I can't find a way to add one. I know that you can add a permanet cb in the savegames, so it stroke me that the permanet cb must be in the scenario files. As usall i had wrong. Any idea where i might be able to add one?

One way is of course to give the KoJ some cores occupied by the Mameluks.

The other way is to give them a CB lasting until 1821, like England has on Scotland.
