Currently, the Pechora Region is a huge wasteland that occupies the territory of the entire modern Nenets Autonomous Okrug and almost the entire territory of the Komi Republic. It's also called "Nenets" in game. But this region is called "wasteland" without proper historical evidence. In fact, this region has long been inhabited, and played an important role in history.
Arguments:
1. This region was known to the Novgorodians since the 11th century. They equipped expeditions to this region to collect tribute with furs, and the area itself was listed by Novgorod as its volost.
2. The ancient "Pechora way to the Urals" passed through this region to reach other side of the Urals. Both Novgorod and Moscow used this route in order to establish tribute to the indigenous peoples on the other side of Urals. This path also was used by the first Siberian old-settlers who fled east from the royal power.
3. Pechora was a major trading region. The Pechora River itself played an important role in the fur trade in the Middle Ages. A lot of settlements appeared along the entire length of the Pechora Way: Okladnikova, Lampozhnya, Ust-Tsilemskaya and Izhemskaya Sloboda. Although the most important settlement was Pustozersk - today an extinct city, formerly one of the ports where the Russians traded with foreigners, and also equipped expeditions to Siberia and its seas.
I think that modern Nenets Wasteland could be divided into three regions:
1. Pustozersk. Borders with Mezen, Koslan and Upper Pechora. Trade goods - fish or furs, culture - the Nenets.
2. Koslan. Borders with Mezen, Ust-Vym, Ust-Sysolsky and Pustozersky. Trade goods - furs, culture - Komi.
3. Upper Pechora/Troitsko-Pechorsk. Borders with Koslan, Ust-Sysolsk, Cherdan, Pustozersk and Pelym. Not colonized, culture - Komi.
All three provinces have development of 1 1 1 by 1444.
The new provinces give more flavor to Russia and more tactics for colonisation of Siberia. It is possible to develop a story around the region, for example, with the addition of Yugra Principalities, as well as new missions for Novgorod and Moscow to conquer them.
The general revork on Siberia could also be handy to assist this change.
