Add Parliament mechanics to the Papal States as a means to pass Papal Bull's

I envision a way to pass historical as well as generic declarations by the Papal States for flavour and also to mirror some of the attitudes of the Catholic Church on things like slavery, colonization as well as the reformation.

Good idea, like the treaty of torsedillas, which said one half of the world is for Spain and the other half is for portugal, which solved all boundary disputes. (Despite my sarcastic reply I think this is a good idea! I jus find that papal bull hilarious)

While I think having a parliament like mechanic for Catholics would be a good idea, Bulls would add yet another hoop Catholics have to jump through which Protestants do not have to care about, skewing the balance between those Religions even more.
