Add option for landed title cultural names to be based on culture of top liege

In CK3 cultural names for titles were decided based on the culture of the independent realm that conrolled them. All of the counties under the Byzantines would have Greek names, the counties under the HRE German names, etc. Now to get all of the titles in your realm to use names based on your culture you would need to revoke all of the ones held by rulers of different cultures and replace them with rulers of your own. That just isn't possible or very fun most of the time. There are pros and cons for the ways CK2 did cultural names for titles and CK3 does currently, so I think it would be nice if players could have access to both. One where cultural names are based on the culture of top liege of the title and the other where they are based on the culture of the holder.

Quite the contrary: This is something you definitely should be doing. Vassals of your culture are MUCH less likely going to randomly start independence factions than those of different culture. That and foreign culture vassals hamper the spread of your own culture - something you might want to actually do. Unless you're planning to just do a bunch of hybrids, which isn't really all that viable since there's a 50-year cooldown on that.

But yea, an option to use the cultural names of the top liege would be nice.

From an optimal gameplay perspective for sure. Sometimes I do find it more interesting to keep around the different cultures in my realm to provide some challenge and variety.
