Countries that weren't historically part of the HRE shouldn't be lining up at the gates to join. The Italians, who started as part of it, see it as a sinking ship and want off. There should be some negative modifier to Sweden, Danzig, Bosnia, etc. joining that only goes away after the Emperor displays some HRE strength (perhaps winning a war against a major power e.g. the big, blue Frankreich or the lean, green Ottomachine). Wrong religion countries should have another negative modifier (why would Orthodox countries want to join a Catholic union?).
