I think this would go in the Ngari province? A holy site for Hindus (Shiva/Shakti) and Vajrayana Buddhists (Kala, one of the wrathful devas and a form of Shiva). A small bonus to the faith if they own it, like .5 legitimacy or .5 prestige. Extra religion flavor.
