As a solution to complaints about uberdevelopment by minors in the beta patch (and based on how easy it is to make the same massive development in my own 1.12 game that I modded the development cost change into), I would like to propose adding a ducat cost to the monarch point cost of development. For the most part, this should make it harder for OPMs to afford to make massive levels of development, at least early on and gives something of a money sink, and one that could persist into the late game if it scales, perhaps more harshly than the monarch point cost.
Furthermore, I feel that this would reduce the "mananess" of monarch points, at least for developing provinces, as requiring actual capital in addition to political capital makes quite a bit of (common) sense and at least seems less "magic" than just spending nebulous points -> making more dyes.
