We can play the game in 3 modes: Full Screen, Windowed, Borderless.
In Full Screen mode, the game behaves just like most full screen games: my second monitor is completely useless.
So, the solution is to play in Windowed or Borderless mode. I don't really care for the look of Windowed mode, and it wastes a bunch screen space, but...
I can't play borderless mode because CKII doesn't let me move to the second monitor. There's no bar to click and drag it.
Other applications allow me to right click them in the dock to move them to a specific monitor. For example, here's Safari's dock right click menu:
And the monitor options aren't limited to Apple's own apps. Here's Steam's dock right click menu:
But Crusader Kings II? No such luck:
