Add event for Volga Germans settlement in Russia

In the latter starts of the game, around the 18th century, Pokrovsk province (ID 2418) becomes Rhenish and Catholic. I assume that this to represent the Germans that settled the area by invitation of Catherine the Great after offering some retribution. I suggest adding an event that fires in the Age of Absolutism that if province 2418 is not East Slavic culture, gives an option to invite germans into the area in exchange of monarch points and changes its culture into a german group one, renames its capital into Kosakenstadt (how Volga Germans refered to Pokrovsk) and adds a bit of development.

Weren't Volga Germans mainly Lutheran?

I think I remember something about Sienkiewicz's mother being descended of one of those families before converting to Catholicism. I will look it to make sure.

Edit: I was thinking of the Countess of Ségur, but she was fully Russian and Orthodox before moving around Europe. Guess this was just a waste of time, then. Good sport.

Weren't Volga Germans mainly Lutheran?

They were of different Christian denominations (Catholic, Lutheran, Mennonites...). In the latter game starts they are represented as Catholic because (I suppose) the majority of Rhenish people were catholic.

Nevertheless, the Volga Germans came not only from the Rheinland, but also from Baden, Bavaria, the Palatinate and Hesse. So I’m not entirely sure what culture should they have.

Maybe not as russian event but as more generally event - east-european lord, who own low-dev prowince, can invite Germans as settlers.

This would be realization of Volga Germans and also german settling in Carpatia and Balkans.

No its too sandbox. Seeing random germanic cultures spawn at random provinces in eastern europe? Does not sound good.

Germans settled in the balkans only is quite small numbers, they were far to have a majority on a territory as big as a province in Eu4.
In Carpathia some Germans were already present at the game start (Transylvanian Saxon), while some moved in after the Turkish Wars. But similarly, the latter weren't really a majority in any region.
In Poland early german settlers probably assimilated by 1400 (around Rzeszów), and they didn't have a single concentration anywhere in territories held by the polish crown.
Czech and Silesian Germans are not represented yet, while Prussia and Pomerania counted as completely Germanic.
In the Baltic the case is similar, cities were overwhelmingly germanic early on, but otherwise not a majority anywhere. Finland had Swedes instead.

So yeah, the only place where it makes sense is Russia.
A lot of germans arrived to other parts of the country too, but only around Kosakenstadt they had a slight majority.

Also as pointed out above, they often came from different places, 'german' being a lumping word for all foreigners, sometimes including dutch, danish, swedish, scottish, even walloon or french.

It would be cool if there was an event for Silesia to turn Saxon, and some better representation for cultures around Prussia.
Also an event for German emigration to Russia and the US for late game.

There were far too many ethnic relocations in that timeframe that EU4 currently can't model. Like expulsion of all hordes or simply them running away to the other provinces (Nogais being one of main examples as they moved a lot). Also you have Crimean Greeks that were forced out of Crimea by Russian Empire and settled in Mariupol province. Or part of Zaporozhian Cossacks relocating to Kuban some time after Zaporozhia disbandment and giving Kuban Ruthenian culture effectively.

It's a bit too odd to touch on one thing and ignore others. I would understand a general solutions for Hordes, but making one specific event about ethnic relocation while not showing other is a bit too selective. @moscal suggested a nice general framework for inviting colonists at least, although it would require some other limits like "limited to Wild Fields". The other issue is that it is easier to simply waste a few points on development in region if you want than pay gold or have another culture settle there in gameplay terms...

@moscal has a point, but this raises again the issue of how minorities and ethnic/religious mobility are abysmally poorly represented in game. They really need, have and must address this if the intention is to make the game both accurate and immersive. My opinion, at least.

I agree with you in that minorities are quite bad represented in the game (both cultural and religious) asit is the case of Jews all over the Old World and buddhists in China and Japan.

In this case, I tried to focus in the fact that during EUIV period Southern Russian steppe was sparcely populated and those inhabitants were mainly either cossacks or nomadic hordes (tatars and, later, kalmyks). It was a period of constant migration of peoples and that is really difficut to be represented in the game. The main difference with the situation of Germans in other parts of Eastern Europe is that, for example, in Hungary or Poland, the areas where Germans lived were already populated while, when the Volga Germans arrived to the region it was not, so they could be considered a majority in that region. In addition, I tried to just limit their settlement to the area of Pokrovsk because itis stated that the city was an important centre for this Volga Germans.

Could be, but you can't introduce a new mechanic for it without making it too random and sandbox, like the old expulsion mechanic. Every1 hated that.

While there were definately a lot of expulsion, assimilation, emigration, etc... we already have some of the most important represented.
So rather than making a new mechanic that would just upset the balance, let's just try to complete the list.

The German Americans I find especially important, since the US in Eu4 is far too homogenous. While most immigrant groups (like the original settlers of New Sweden, remaining Acadians in Maine, and even early German settlers, etc..) assimilated quickly, Germans from like 1720 on became a stable, quite distinct white minority in the US early on, especially around Pennsylvania.

Which is why I am constantly complaining about minorities (and the Jacobite Rebellion). The lack of a flow of cultural and societal changes is, alongside the bland lack of personality of rulers, one of the major issues in the game. Sometimes it feels like a glorified idle game you would find on Kongregate and the like, because you just stare at lists and react to things a lot of the time.
