Add decision to form Serbia

Given that Bosnia and Montenegro exist ingame,and that both had claims to the Serbian throne at certain times,it would be reasonable to make a decision that lets nations with primary Serbian culture form Serbia if they own the Serbian heartland.

There is already precedence for this in the Balkans since Croatian culture nations can form Croatia.

Or that Islam is currently by far the best religion in the game right now due to being the only one that can convert peacefully (lol) and without cost.

If you're talking about spreading religion through trade, that only works in TC areas.

I do think a mission for Ottomans to convert Albania and Bosnia would be nice though.

Ottomans didnt convert Bosnia though (and i suspect its similar in Albania though i dont know).

Ottomans merely implemented islamic rule in that the Muslims were treated like first rate citizens, and non Muslims were treated as second rate citizens. Then the locals converted by their own free will, usually to obtain some kind of privilege, or avoid paying taxes.

I will have to decide whether Serbia will be formable at some point, and this is the criteria I use for whether a country that exists in 1444 should be formable:
1. It defines the region and the name of the country would be adopted by a regional minor that united the region (England, France, etc)
2. There are minor nation/s or releasables with its culture that should be eligible to form it
3. The country has access to unique content (missions, events, etc) that would make the game more fun for aforementioned minors.

1.The Serbian Empire existed 73 years before the game start date,and it for a time may well have established a Balkan analogue to France or Spain had it survived.
2.Both Montenegro and Bosnia have Serbian culture and have been linked to Serbian affairs for centuries,not to mention both do continue exists after Serbia is conquered by the Ottoman empire,so if either managed to conquer the lands of Serbia it wouldnt be unreasonable for them to resurrect it given that both Bosnia and Montenegro are names for a river and a mountain respectively,while Serbia is a lot more meaningful geopolitical term.
3.Serbia atm only has the option of making Belgrade the capital as a decision which is more than Croatia has atm.

Lets not get too wild. Which countries in the game would form Bulgaria? I think asking for a releasable minor to be reformable is a bit too much. And yes, many nations' ideas go to waste if they never appear. Of course if there are new tags added with Bulgarian culture we could consider this but currently its just like asking for Wales to be reformable.

Well if you are playing a nation with underwhelming ideas (looking at you Greece) maybe culture shifting to Bulgarian and forming Bulgaria would be a nice. I do not suggest adding any Bulgarian minors unless there is a historical precedence for them (which I do not believe there is, though I could be wrong).

Edit: there is also the Independent Lovech state that is not represented in-game currently, but has been suggested several times.
