Its weird how fast development can increase. I recently had a game where Naples developed multiple provinces 6 time by the early 1500's in 1.12. There should be some reasonable limitations to development that don't seem unfair like the permanent +5 modifier from 1.12 but are still meaningful.
The idea here is to add +100% to the cost to develop a recently developed province that decays over a period of 20 years. That way the rate of development isn't quite as fast without giving a permanent handicap. Obviously the numbers here haven't been tested/balanced but I feel the base idea is sound.
