Give us an option to mark X number of provinces as a core lands in our country. It would enable a country to create and develop core lands easier. This would represent the heart of a country.

- It solves some issues like complaints that for example for Norway the best provinces to develop are Faroes, Shetland and Orkney which is awkward. Link:

1. These provinces would get significant but balanced discounts for development, something like bonus that capitals now have. How many provinces allowed, that is for PI to balance.

2. They should probably be connected to capital or to another province which is already marked. Or in case of islands they should be in some allowed distance.

3. Can't be unmarked to stop exploiting discounts; or can be unmarked only with some hefty penalty

* FOR NON DLC users: These provinces gain +1 building slot since they can't use development. Or maybe unlock development feature just for these provinces.

This could be somewhat like the "National Focus" of EUIII - give a bonus to a couple of provinces around your focus, but once you have chosen your focus, it'll take 25 to 50 years to change your focus.
I really liked that mechanic in EUIII, would be great if it returned, perhaps in a similar implementation like the capital and the main trading port.
