Simple as that.
I did this by modifying the default National ideas for Colonys and it solves a lot of the issues I usually have with them.
I replaced the Tradition with 1 colonist, 25 settler increase and the ambition with 1 colonist as well.
As a result, Colonial nations are the most powerful colonizers per se. Even without any Exploration/Expansion idea. This gives them a clear use (more colonist = much faster expansion in the new world) and as well fixed the issue where Colonial Nations of 'non original' colonial powers will never colonize.
I would even go further and give the colonies ways to get even more colonists (f.e. +1 for x years by event and +1 after passing a decision), which would historically synergize with the 'frontier' mentality colonies actually had.
