As of now the limit against annexing land out of colonial range is largely a toothless tiger, only somewhat of a hassle.
It's no problem as Ryukyu to take land in india or the pacific as an opener despite being far out of colonial range.
Finding a minor nation to vassalize when you cannot take land, only to press their claims and resume annexing as usual since a vassal is adjacent to the taken province, is generally always possible.
You can currently take a vassal out of colonial range, but are unable to integrate it until you claim an adjacent province, core that, whereupon you can integrate the vassal. Bypassing colonial range entirely, which is plain stupid.
So the simple fix would be to demand that a nation can only be taken as a vassal if at least one of their cores is within colonial range, just like the requirement allowing their integration.
Likewise, there should be a demand that a vassal can only allow you to core a province adjacent to it, if said vassal has at least one core within your coring range.
