Can we get a diplomatic action, that is available for great powers and defenders of the faith to diplomatically convert a country to your religion?

Acceptance would depend on your relations, military strength difference, if there is a defender of the faith and how strong, their religious unity, if they picked religious ideas and if they are the same dynasty.

It would allow to bully small nations to accept your religion without the need for war and to convert your ally that you don't want to backstab.

Some of European Christianisation happened because rulers wanted to secure alliances. The ruling family converted, which is like changing your state religion in EU4.

The same applies to the Islamic Jihad.

While often people are willing to resist and fight to their final breath to keep their faith and morals, the elites bend to what tends to be more convenient. The whole Reformation could be sumirised by nobles and merchants suddenly realising they could just grab the lands and fortune of the Church and no one could stop them. Akbar, the Great; in the Mughal Empire is yet another good representation of frivolous the superficial faith of the people in charge tends to be. Or yet the case of the great Date Masamune who was very supportive of the missionaries within Edo Japan, his daughter is believed to have converted, but as soon as Christianity was outlawed and he was faced with the option of becoming a St. Thomas Moore or a Lord Thomas Cromwell, he picked the option that would keep his head upon his shoulders.

A Force Religion option may not be that terrible of a option, it is already in game within a specific context, but at least nations with full Religious Ideas and the "Deus Vult" casus belli should be allowed to convert nations during the whole game.
The same could also apply to forcing a change of government form, specially when the Revolution(s) happen.

There would have to be many limitations on this. And I don't know if there are really that many examples to work with to make this a thing. There's already the force conversation for the HRE, outside of that there's also forcing religion on subjects. I dont see point in this

The Secret Treaty of Dover was similar to this, obviously EU IV shouldn't include secret treaties, but part of the agreement was the king of England, Charles II, converting to Roman Catholicism, he never did due to conditions in the secret treaty not being met.

Thinking of non-Christian nations, it does kind of make sense. That is why it could qualify only under the Deus Vult casus belli.
