I'd really like the ability to shut down my armies in Europe in peace time while being able to keep my maintanence level at full for my colonial troops. Maybe add a slider to each army for maintanence, where you can set a national default level but allowing you to change for individual armies in cases of protecting colonies/against rebellions.

Definitely. Or if individual sliders for each army is too much for the game to process (which I suspect is the case), then just give each country the ability to set 2 different maintenance levels for troops.

For example, have 2 sliders "Standing Army Maintenance" and "Reserves Maintenance", and a button to toggle armies from Standing to Reserve status. Or, to keep the interface as similar to the current version as possible, armies could be marked as "Colonial" (e.g., with a button on armies to switch them to/from Colonial to normal), and the maintenance costs for regiments in "Colonial" armies shifted from the Army Maintenance to the Colonial Maintenance slider.

Bright idea ! Individual maintenance sounds great, and not OP or unrealistic. It just give us more modularity, which is always nice

I can't tell if you're being sarcastic, but if you are then you should realize there's already modifiers for individual armies such as forced march and and autonomous rebel suppression. It's not not that much of a stretch to add a slider for player armies. As for being OP, any effects would be negligible at best, you still have the risk of your army getting wiped by a surprise attack where you don't have enough months to restore moral so the risk of shutting down your European troops is still very real.

If you keep the reinforcement rate tied to the national modifier you can avoid abuse.

If it could be made so that "mothballed" armies take even longer to recover to full morale than recovering from zero maintenance it could be balanced.

Maybe it could be made so that "mothballed" armies can't move for 6 months after being made operational (next to not having morale).

I've always wanted to have reserve divisions on hand in case of a war with the Great Power or two so I could mobilize them for that. I made a mod to kind of compensate for the lack of that by giving 50% build time reduction as part of the mobilization decision (only available to Great Powers in war with other Great Powers and only those in Europe with Western tech). But otherwise, I'd rather have some kind of reserves to call on in case of those major wars.
