It is 1729 in my game and the revolution is present in Hamburg's only province. This turned them revolutionary, after which Austria got them to accept a free city status in the HRE, flipping their government form back to non-revolutionary. However, the revolution was still present, causing them to repeat this cycle about five times in a single year. They seem to have settled on being revolutionary now (for five months, at least), but I'll keep an eye on it.
Anyhow, I would suggest adding a "Revolutionary" malus (anywhere between -50 to -1000) to the reasons for (not) accepting a free city status to prevent this kind of back-and-forth flipping, and maybe just for roleplay reasons as well.
