Currently, Hordes are among the best nations to cheese your way into a world conquest. In the hands of an able player, Great Horde or Kazan will swiftly take huge chunks of Lithuania and Muscovy, mercilessly plunder the provinces and core them cheaply.
Historically, the successor states of the Great Horde were nothing to sneeze at. Mehmed Giray of Crimea raided Lithuanian lands up into Belarus, and then, in alliance with Kazan, overran Vasily III's Russia, besieged Moscow, raided everything in sight and secured himself a promise to pay tribute. They didn't take Kiev or Nizhny Novgorod as their permanent possession, though. They weren't really interested in direct rule over huge Christian populations.
To have them secure the land in a peace deal first and sack the provinces thereafter is also quite a bit silly, and is only (ab)used properly by the player, anyway.
So to reflect those raiding feats, I propose we have a raid CB, which disallows conquest of provinces, only allows humiliation, pillage capital, war reps, money etc., but allows you to plunder the provinces you control, giving you sweet monarch points. Steppe conquest will allow you, as the title suggests, to conquer steppes (and raid their provinces BEFORE the peace deal). Raiding provinces you just conquered should no longer be possible.
