As it stands now, there is no mechanic in game that shows how the holder of a county is treating their subjects. You can't be a merciful liege letting your subject enjoys the fruit of their labour nor a tyrant seizing most of their money through burdening taxes. Vassal contracts offer a good way to interact with this aspect: imagine a "domain contract" with a level of gold tax, a level of levies and some particular conditions such as letting them practice their religions freely (making it impossible to convert this county) or the same thing for culture.
The system would work like vassal contracts. There could be one contract per county, or a general "domain contract" that is the same for each counties in your domain.
Having harsher contracts would come at a cost of popular opinion of course. Furthermore, higher gold taxes could hurt the development growth of the county (after all, if money goes to your coffer, it's less money circulating to help the economy) whereas higher levies could help control growth (the more people you have ready at your beck and call to arm, the easier it is to police the subjects)

And what would happen under your system if each of your vassals had one hook on you? Very quickly, step by step, one by one, they will force you to accept the most disadvantageous conditions for you. But to return to the original conditions you will have to collect hooks on all of them, or fall into fierce tyranny. It turns out to be an imbalance in favor of the vassals, with the mechanics of changing treaties by hooks.
And if you remove the hook mechanics, you get an imbalance in favor of your proposed common treaty compared to regular treaties.

I had a similar situation when my powerful vassal asked for money to lower his taxes. I agreed. Then he died and passed his inheritance on to his four sons. And I got four vassals with low taxes.

This isn't correct. Each county has a display that exactly "shows how the holder of a county is treating their subjects." Tbh, the OP basically creates more levies and gold, and provides more tools to manipulate opinion at a county level.

Why do we need this?
