How do I add a country to Hearts of Iron 2? And how do I add a flag to my country?

For a country, you will have to change the entries for the tag UXX (where is XX is a number between 01 and 20) in the various text files. When you create a shield and flag for that country with the name shield_uXX.bmp resp. flag_uXX.bmp and put it into the respective subfolder of /gfx/map/ it should work automatically. You will also need minister, tech team and leader files and will likely want to change the model, unit and corps names too.
