Why it cannot be like that? In the current mechanics, you need to wait until revolution reaches 100% of your provinces. In my opinion, this mechanic is a waste of time and money. Especially when playing with countries like Russians or Ottomans, you generally have large empires in the late game - spanning in multiple continents. So, pratically speaking, it is very hard to embrace the revolutionary ideas. They take very long to spread everywhere and because of the autonomy associated with them, you receive a huge reduction in taxes/production. All in all, embracing revolutionary ideas just like embracing institutions make game easier (not waiting until 100% etc)

Is it only me who thinks like this?

I agree, current system is rubbish not only from gameplay standpoint but also from historical one. French Revolution was performed by Paris crowd, countryside was either indifferent or strongly monarchist such as in Vendee. In my opinion revolution should be adoptable once it reaches your capital.
