Hmm, that's right. Perhaps a good strategy for Italy, for example, would be to conquer a few countries in the Balkans, then work towards democracy and join the "good guys" for the war on Germany to get a cut?
On the other hand, I guess joining the Allies will do the same trick, and i doubt it's *too* hard even as a Fascist country.
