We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
Only at the start of the game during deployment mode. Otherwise you can chain commands via shift (if i remember corectly). Other than that, this is not a turn based game. Not sure if there is a mod that enables it.
From my limited experience, the game speed can be slowed to "active pause" in either skirmish or singleplayer campaign.
