What is the difference between the activate_division command and the add_division command?

activate_dicvision will activate a dormant division... it's there, but you can't use it. add_division creates a new division that previously didn't exist. If you preceded the add_division command with a add_corps command, the division will be added to the corps, otherwise, it will end up in the force pool.
