So I'm in act two and Tunon has me out investigating just what the heck went on in the Tiers. To that end I've gotten a few side quests from my dear friend the Voices of Nerat, though I am loathe to actually help him at this point since as far as I'm concerned he's a snake and the last thing you want to do is strengthen the viper you have a tenuous grasp of in the first place.

Is his to-do list a must-do for advancing the plot, or can I go to his places and resolve things without helping him, or possible even ignore them altogether?

If you mean Tunon find out who is to be blamed for the civil war main quest. You pretty much find evidence along as you play and especially if you do side quests.
My response here is pretty semi spoilerish, not really going into details but still.

There is no real need to do this part but if you get enough evidence you can use it in act 3 to get one of them convicted and thus sentenced to death, this gives you either A)a legal reason to kill them or B) Have Tunon send Delik Mark to kill them which results in them dying instantly. If you kill them wit legal reason you get favor with Tunon for carrying out the sentence while if you kill tem before having a legal reason you get wrath with Tunon for not following procedure before acting. Even though Kyros gives the order that all Archon's has to either submit to one ruling Archon or fight to the death before this :D

Yeah, I was specifically asking how necessary it is to do work for the Voices to do my real job of investigating the matter for my real boss, Tunon.

Yeah, I was specifically asking how necessary it is to do work for the Voices to do my real job of investigating the matter for my real boss, Tunon.

If you chose to side with Voices at the end of Act 1 and didn't break the alliance at the spire then you will have to continue working with him for a while progressing the main story quests he gives as you collect evidence for the Tunon quest. I chose the disfavored so I don't know if your experience will be the same but I have already had a second opportunity in Act 2 to break the alliance with Graven Ashe so I assume you will also have that opportunity if you so desire.
