So I've done the science fair assignment, and the 3 steps to getting dark matter are showing up in my situation log, and I have the lvl 6 scientists with the appropriate traits, but I cannot start the projects. Has anyone else experienced this issue?

Let me quote from the ACOT ReadMe:

There are multiple ways to learn the knowledge necessary to generate Dark Matter. Be it from a long and gruesome science convention where a bunch of scientists just scream loudly until someone gets it right, or hiring the LEGENDARY SMUGGLER, or asking the Curators.

While each option will give you a different head start, the end result is that you will be required to understand three major principles to develop Dark Matter as a power source.

  1. Dark Matter Generation (Physics) - Learn how to actually generate Dark Matter without relying on natural black holes.

  1. Dark Matter Containment (Engineerings) - Learn how to develop materials and containment devices that can be used to trap and utilize the energies generated from Dark Matter.

  1. Dark Matter Applications (Society) - Learn how to utilize the powers in military applications, and what can one hopes to achieve with the power.

To this end, a level 6+ Scientist with either Curator, Spark of Genius, Psionics, Chosen One, Brainslug, Sapient AI Assistant, Erudite or Particles/Materials/Military Theories (Depending on the research field) will be required. The research must be done in order from Physics > Engineering > Society. Follow through the guidelines from the Event Chains.

If at any point in time, the empire is able to acquire Dark Matter Reactor first, the event chains will end and any missing techs will automatically be given to the empire.

As for AI...well they are usually too dumb to be able to complete such tasks. So instead, they will get an easier version of the events and will eventually be able to get the tech if they have enough science score."

You should NEVER go for the science convention, it's a waste of time. Instead, once you unlock DM drawing, you have a MTTH of 2 years where you can ask to the curators for the DM techs, they will give you those techs as a permanent option in exchange for one of your scientist. You can do almost the same thing when you reach Stellarite tech. Avoiding the horrendous RNG killing scientist by asking to the curators
