Does this also count with collaboration governments? Or do I have to have them under direct control?

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
Pretty sure that "own/control" is only satisfied when you control the territory directly during a war, or annex it once the war is over. I don't think puppets or collaboration governments would count in this scenario.
