Achievements in IronMan suddenly not working anymore

So, here I am playing a game as the Ottomans, trying to go for the 8 Wonders Achievement, just for fun. It is getting late, I shut down for the day.
Next day: I got time to play, so let's continue the game I had going, at some random point in the game I want to check the progress I am making (after just putting Alhambra to level 3) and I notice that I am apparently not eligible to receive Achievements anymore. The Popup that shows says:

You need to be logged on to Steam to view achievements.
Achievements are disabled because:
- Either you are offline or the save-game belongs to another user, is edited or saved with incompatible DLCs.
- One or more DLCs have been toggled that were previously enabled or disabled in the save-game.

Now I am not too mad, I only put in days work or so, and I know that I messed up multiple things along the way this run and can probably do it faster next time.

Except that this seems to be happening a lot more:
3x runs as the Ottomans, 1 run as Timurid trying to turn Zoroastrian and today a run as Castille.

I am literally at wits end as to what is causing this. After the first run got bugged I specifically went and looked if I had any mods enabled, but I did not. Just to be sure I made sure to remove all the mods I had.
Also I always play with every single DLC enabled that I have.
The only thing I can think of is save-scumming, which I will admit I used during the 1st Ottoman run and the Timurid run, but I have not used it after that and still the games keep saying I cant get anymore achievements...

Any and all help would be appreciated.

I don't know if the alt+f4 method can break achievements, but the other way to save scum (copy the save file to another folder) doesn't do it.
However, you've pointed out that the game is doing that even when you're playing without doing that... which means something is wrong with the game per se or the interaction with Steam.
I'd suggest checking if your connection usually 'hiccups' while you play and makes Steam go offline and/or repair your game (right-click on it > properties > local files > verify the integrity of files). Perhaps that will help.

Are achievements enabled when you start a new run? If not, what reason does the game tell you?
If achievements are enabled in a new run, it might be that they were disabled due to communication problems with steam or internet connection problems. To avoid losing too much of a run because of something like that, I would recommend to regularly make additional backup copies of your save game and store them in a save place. If you notice that achievements are disabled, you can copy your latest backup back into the save games folder and continue from there. And when loading a game, immediately check the achievement icon. If it is disabled Alt-F4(or better kill eu4 with the task manager) might prevent eu4 from writing that information to the _backup file and you might be able to continue from there after fixing the problem. In such a case the problem might be that not all DLCs are enabled, for example because the ownership could not be verified

I had this problem recently, don’t know if my situation applies to yours. I use Nvidia to launch my games and don’t normally open the steam app. I exited the game opened up steam and then launched as usual from Nvidia, achievements were again enabled.
