I did it in last patch with Jerusalem formed by the knights, but they start with no heir(doesn't have a heir). And Jerusalem didn't get a heir imideitly after forming the country, but maybe it's different for theocracies.This is correct.
The description is how it should be working, but a bug means that "no_female_heir = no" returns FALSE if there is no heir (and hence, makes you ineligible for the achievement), and so only countries that start the game with a male heir qualify.
You need a castle (any higher fort level won't work) in your capital while having a female heir.

Yes, it's 1.11, but i thought they only changed the condition with the building, not that it must be a male heir from the startIf you're talking about the 1.11 series of patches, the achievement was changed between that and 1.12.
I got the achievement just last play session, so it is working for some at leastI've experienced the exact same thing as England. Definitively not working atm.
It's supposed to be for any nation that starts without a female heir. However there is a bug that only allows nations that start with male heirs get the achievement.
