As Byzantium become HRE emperor and own and Core Roma. Seeing as the HRE was recognized as continuation of the Western Empire by Byzantium (more than once), perhaps there should be an achievement for bring the two together.

Add in a need to own Moscow (similar to the Sultan of Rum achievement) and I can see a fun achievement.
You should have to do more than just become HRE Emperor, it should be erbs as well, for cementing power.

One Roman Emperor sounds a lot more like "Dismantle The HRE as Byzantium".
Perhaps One Emperor, One Empire would be a better name for becoming HRE emperor as Byzantium.

The Roman empire "converted" a lot before the game starts. It was "pagan" then "catholic" then "iconoclast" then Orthodox.
Russia tried to claim inheritance of the byzantine empire through the marriage of Ivan III and Sophia Paleologue, the niece of the last byzantine emperor Constantine XI. this claim was then backed up by Russia being the only remaining large orthodox power. this is the reason that late Russia was called an empire and not a kingdom. you can have a look at the third Rome page on wiki for more information and other claims to roman decent
But this achievement means the ERE still lives on as the Byzantines. Doesn't that make Russia's claim far less legitimate?
Orthodox can't become emperor in the HRE - only Catholics and Protestants can, and the latter only if they win the Thirty Year's War or Westfalian Peace happens. In my opinion, dismantling the HRE as Byzantium makes more sense than usurping it - I mean, you're already Roman Emperor, why keeping ths thing around?
Does the "Peace of Westphalia"-event not enable all christians to become emperor?
Yes it does (orthodox Byzantium game). Saxony is my vassal, hence the "good" number compared to others.

Start as Byzantium in the earliest start date, own the cities listed and either destroy or seize the HRE. I don't think there should be a religious requirement at all because in an alternate history where the Ottomans actually enforced their claim to the Roman Empire like so, there really wouldn't be anyone in a position to say they aren't the true inheritors of Rome.
I guess Moscow could theoretically pull a Taiwan, but it would similarly be pretty impotent. "Hey, yeah, you may own the entire historical Roman Empire, but we're still the legitimate successor!"

Moscow won't be proper target because the claim on the Byzantine throne happened as a virtual PU. It's virtual because the Byzantines ceased to exist when the PU condition became valid. Also, the relevant royal marriage happened after the game start in 1472, therefore considering alternative history it isn't guaranteed that Russia will have a claim unless you start at the later date.
Because Byzantium has legitimized the HRE twice already, so after they become Emperor of the HRE they can than claim they both control both Empire and basically have claim.
