Why does the achievement for restoring Austria-Hungary require the player to own Jordan, Palestine, and Lorraine? Last I checked, neither of those were part of Austria-Hungary at any point in time.

I guess it is about their claims, 'titles' etc. In 1.4 there is quite the number of misleading description of achievements.
Because they Holy Roman Empire of which Austro-Hungary was a follow up state had inheretied the claim the Kingdom of Jerusalem.
Ok, but then why is it described as "restore Austria-Hungary" as opposed to, say, "restore the Holy Roman Empire"? Austria-Hungary itself never claimed Jerusalem or Jordan or Lorraine as I understand it.
Bad case of the misleading achievement description is also the Death or Dishonor or Cake, which states as Romania own a slice of all your starting neighbours. But when you go in-game it also means 'you can't use anything that handles king Carol II and he needs to remain your country leader'.
