achievement Binary world view

Good day everyone.
The only achievement I didn't get is the Binary world view.
I don't understand how to get it
If you make an alliance with 4 communities, then their reputation will no longer decrease below 1000.
Can anyone tell me how to get this achievement?
I will be grateful for any help.

ok here is what i found:

Have two societies with maximum and two with minimum reputation at the same time

so you need to have 2 max rep and 2 the lowest rep
