I know that Heraclea Pontica starts with an Achaemenid queen. Is it the case that she and her nation are Persian and Zoroastrian, or are they just greeks (culturally and religiously)?

I'm pretty sure Heraclea Pontica is a Greek/Hellenic country, they can form the Achaemenid empire with the old dynasty because the Queen is from that dynasty but her country and her kids are Hellenic, but I'm not sure about her being Hellenic Zoroastrian

Heraclea certainly ought to be a Hellenic polity. Amastris was only queen there because Craterus unloaded her on the local tyrant.
