Hello All,

Is this a bug, or am I missing out on something?

A member nation of a federation is friendly with me, and hovering over the "Ask to Join Federation" button shows that the majority of members will vote "YES" for me joining:

f6PF0aU.jpg

After considering the proposal, my friendly nation responds that he approves, but has to talk with the rest of the federation:

g7qRfdn.jpg

And then... nothing. I waited a few months and I'm still not a part of the federation, not even a rejection message. I can "Ask to Join Federation" like nothing had happened.

Background of playthrough: when the War in Heaven broke out, I joined up with a materialist Fallen Empire. The Unbidden also attacked around this time, but thankfully they spawned right next to my main fleet and I was able to close the portal almost immediately (I still have the questline in my situation log however). After some time my overlord declared a white peace with the other FE, eventually I got bored and started a war for independence. After that success, I'm now an independent empire amongst a sea of "Non-Aligned Worlds" Federation states.

Is this behavior related to the War in Heaven (the two aggressor FEs still exist, but are no longer at war with each other), or do AI Federations need 100% approval from all members, or...? I hold about 20% of the map's colonizable worlds, and if accepted into this large federation I'm pretty sure that will trigger the federation victory condition.

I've sunk many hours on this ironman playthrough, and I hope my save isn't borked somehow. I really don't want to slog through liberating half the galaxy as the game is essentially finished at this point, can any dev confirm what I am seeing is expected behavior?

Check your diplomacy.
In last gameplay I try to join federation where was AE (they should be forbiden to join federations...), and get the same info. I check my diplo status, and I recall, that one time miss click on another invitation to federation, so I alredy be in one, but not as a member. I quit, and then I can join.

I have noticed as of this patch several diplomatic actions will simply have nothing happen even though the diplo window predicts a positive response.

The workaround I've found has been re-adjusting the numbers (usually lower, usually trade deals). I have not had this happen to me on Federations request. Because of this, I suspect there may be mismatch in what's a legal request displayed to the player and what's actually allowed/available.

Side question: Why would you want to join such a gigantic federation? Nothing gets done and all you can do is defend!

Interesting, when you say re-adjusting the numbers, what do you mean exactly? Normally I wouldn't want to join a federation with so many states, but if I join this particular one, I will push it over the 60% of colonized planets requirement for winning the federation victory.

P.S. Nice choice of Avatar.

The checkmark in the DIplomacy Screen only tells you that this Empire (Zaxxiod Republic) would vote yes.
The tolltip clearly says that half the other member will vote no.
And all Admission of new members, exclusivion of members and Association Status changes must be Unanimous - even one "no" cancels all Yes. And you got Plenty of No's there, half of them.

Try to figure out what those guys have against you. Maybe try for Association Status first.
It is checked off because these guys like you too much to only offer Association Status*.

*The checkmarks are also what the AI is willing to offer on it's own. Stay with a option on checked for 1-2 months and the AI is liable to offer it to yourself on it's own. Had a few actually ask to become a Vassal that way.

Aha, I was wondering about that. If you count up all the "yes" and "no" votes, "yes" actually has a majority, and I thought that was sufficient. I tried looking up unanimity conditions, but the wiki page on Federations didn't mention this fact, so I didn't think it was required (http://www.stellariswiki.com/Federations).

Thanks for the answer and tips!

Yes, big federations can't get anything done, because there is always at least one member that disagrees and proposal fails. I think it should be changed that majority of voices wins, not unanimity.

Even after the rework of Federations (I think it was 1.2) I still consider this Federation mechanic to be a placeholder. I fully asume a rework similar to weapons and Factions/Ethos ist planned. The downside is that they will not make minor tweaks on stuff they plan to rework anyway.

Note that the issues is much lower if you have liberated most parts of your Federation. Of course then you can also jsut Vassalize and integrate them.
