Cultural/Religious governing proficiency is my idea and here is how i see it going.
In short, the longer you govern a certain culture or religion your governing proficiency for that culture or religion grows. Here's how i see it working.
A new tab for governing proficiency would be needed. In the tab you'd have progression bars for each culture in your empire. Each province you govern contributes to your governing proficiency of that culture. The more development the province has, the more points you get towards proficiency. At low proficiency you have penalties for owning provinces of that cultures or religions, such as reduced tax income, manpower, trade power, unrest etc. At high proficiency you gain bonuses. To make the system more immersive there should be ways to increase the rate at which you gain proficiency, such as spending monarch points or money. Selecting the way you want to deal with a certain culture, similar to the native policies we already have.
This would make cultures and religions more than just obstacles. It is also more logical, the Ottoman empire that has governed Greeks for 400 years will have an easier time governing a Greek province than the Chinese. It doesnt make much sense for China to just click a button and make Greek an accepted culture.
