If you have an accepted culture, the other cultures within the group of the accepted culture should have the penalties of same culture group cultures.
Example:
If Great Britain has Francien as an accepted culture, they should be able to have the same culture group penalty with Occitan (-15% local tax modifier, -15% local manpower modifier) as opposed to the different culture group penalty (-33% tax, -2% missionary strength, -33% manpower,+2 local unrest).
