So I thought a bit about accepted cultures and the tendency of less-fleshed out cultures (big Russian/Ruthenian block) to get accepted, while it is virtually impossible as e.g. the Mughals to get Indian or Chinese cultures accepted anymore. So basically the "flavour" of having the different cultures named differently made the Mughals less prone to accept them while the Persians are still securely over the acceptance threshold, because they were under foreign rule in 1444 and so everybody thought himself as "Persian". Probably they were as diverse as the Indian or Chinese cultures.
So, how could this be improved? You could take the same malus as different cultures of the same culture group give, and add them to all cultures of a culture group which, as a whole group, compose at least x% of a nation's total basetax. Of course, all bonuses to cultural acceptance threshold would also affect this culture group acceptance threshold.
Complementary to or instead of that bonus, a culture from an already accepted culture group could have a lower limit on becoming totally accepted.
