Because individual cultures are often very small development-wise, you can get the odd case where you can own every province of every culture in a culture group, and have that culture group make up a third to half of your development, but have none of the provinces accepted, as each individual culture doesn't cross the accepted culture threshold. Perhaps there could be a threshold to accept a cultural group (say if 40% of your development comes from a certain cultural group), such that those cultures would be treated as though they were in your cultural group (i.e. 15% penalty instead of 30%)?
