You can't mod it ATM, it's hardcoded.

Open your save game with a text editor (something other than Notepad, it's too slow, I suggest "Programmer's Notepad", Google it)

and do a search for

country = { 
	tag = USA

and add a line

control = ENG

below tag = USA, so it looks like this:

country = { 
	tag = USA
        control = ENG
