O for that part a second MR is fine. Socotra can handle the Indian Ocean while the other takes eastern mediterranean. As a rule of thumb I typically have an MR for each section of the sea, as it takes them a looooooong time to actually expand everywhere.
Hawdramat for Red and Persian Gulf (I prefer Bayda while I hold the rest of Taizz.)
Sri Lanka for Eastern Indian Ocean.
Venice for Adriatic Sea
Genoa for Western Mediterranean
Krete or Cyprus for Eastern Mediterranean
You might pick either Adrianopolis or Trebezond for Ionian and Black Sea
Asturias or Navarre for Bay of Biscay
Mann for British Isles
A duchy in Denmark or Visby in Sweden for North Sea and Baltic Sea
And finally one of the duchies bordering the Arctic Ocean. I think it was Ugra in Perm or a duchy in Finland/Lappland?
