You can hire your favorite from advisors pool or hired advisors.

Despite normal advisor bonus, Favorite gives special bonus depends on type of advisor, e.g.

Commandant and Grand Captain become a free generals.
Trader becomes an additional merchant.
Diplomat and Spymaster - diplomat.
Navigator becomes a free sea explorer.
Colonial governor becomes an additional colonist.
Naval reformer becomes a free admiral.
Inquisitor and Theologian become an additional missionary.

Not sure why Absolute Monarchy needs a buff relative to other forms of monarchy, but intriguing nonetheless.

absolutive monarchy has 5% discipline. it's good bonus but government by itself has no mechanism.

Evolution of national, centralized monarchy is the main subject of EU4 time period 1500-1800. Absolutive Monarchy is the core government type. It needs some love.

That's an interesting and complicated question, to which the short answer is "sometimes, yes, the king was probably doing it with his 'favorite'."

ffs u can call it as u want. It can be "First Minister" or "bestow grace" option. whatever.

if someone is close to the king why can't he be an army leader cuz king wants to. but who cares. this is not the point.

Prime Minister, Chief Ministers (eg. Richelieu) etc. is better name than favorite.

But the bonus should not be so closely connected with the specialization adviser. Eg. Richelieu was very flexible (and doesn't treated religious values as a primary - supported Protestants in HRE, but for Catholicism better would be the destruction of the Reformation), Mazarin great economist etc.
