So in my first serious campaign as Ottomans to get high administrative efficiency, I am running into a bit of a quandary. I never used absolutism before now since I played a lot of EUIV only on the old patches. So I am new to it. I wanted initially to max it out but given that I am lagging behind the West with tech it doesnt seem smart to pump that much military power into harsh treatment.

Meanwhile I am having huge trouble suppressing endless revolts given that raising autonomy after conquest was my main method of keeping rebels at bay. So my question is, is high absolutism worth the pain I will have to go through with constant revolts, given that I want constant expansion? Or should I just give up on it and go back to my old strategy?

Even with decreased autonomy you should be under 0 unrest in culture group right religion land.
Other than that select the right area to hit 50 Abs, the rest comes from the disaster.
If you get rebels everywhere you mismanaged.
