I think Fuel was added to provide realism for the Axis powers because they basically lacked fuel. But for France it doesn't make sense.
I think France had their own oil industry so that's basically the issue. They should have more then enough oil and fuel to get thru to 1940.
Aye, they had small oil fields arround Paris and South of Bordeaux -like Germany, Austria, Hungary or Poland-and founded short after ww1 a company for searching and extracting oil in the african colonies, but that wasnt very successfull before ww2. Anyway the french part of the iraq Oil still made nearly the half of the french oil (40% in 1937).
Anyway they were still importing over the half of their oil from USA, Venezuela and Rumania. So France was still an oil importing country,but not as critical as Germany or italy.
And I agree, the axis should have less access to international Oil, dont forget: The USA punished them with an oil embargo for their agressive expansion. In the game we cant feel anything of it. So its a good way to give the "neutral" oil fields to the USA and the brits, as their companies were extracting the oil in neutral states. The Devs just shouldnt complete forget France, cuz it wasnt under oil embargo and had some oil companies in "neutral" states too
