I imagine that the empire will have the Pops ethos equal their attraction percentage, however I think: It will be possible to have 100% ethics attraction to the empire ethos?The way i'm hoping it's gonna work is each ethos has a value, and the %ages show the ratio of that ethics attraction value as a part of the sum of all the values, for for example if Ethic A has a value of 4 and ethic B has a value of 1, that's the same as if A had 8 and B had 2, which is 80%, 20%. Increasing any ethic promotes it, but even with really major promotion it wouldn't be feasible to have a purely homogeneous population (you'd need to keep all off-ethics at a %age lower than the value of one pop).
Don't know if that's how they're doing it though.

I mean, maybe? +100% empire ethics attraction probably won't make everyone go to your ethics, but it would double the attraction of your empire ethics, giving you a much less fragmented empire than you otherwise would have.
Unless you only choose a singular ethos, that might be impossible to pull off. There would always be that proportional pull towards your other ethos. Leaving at least one other faction to deal with.
For example, if your materialist attraction sits at 10% for decades, it's likely that after that time, around 10% of your pops will be materialist.

Choose a fanatic ethic (authoritarian maybe) and forego the third ethic point to maximise your empire ethic weighting. Then suppress or promote factions as relevant to compound the effect. Of course it probably doesn't do that, since each Pop will have different attraction and the numbers on that screen are just displays of the average attraction. I'm assuming that what happens is a Pop has say 50 attraction to Authoritarian because you're an Authoritarian empire, +10 for having five slaves on the planet, +10 for having an Authoritarian government, and +20 for having the Domination traditions. Assuming the only other ethic choice was, say, Militarist which had +20 attraction for you being at war and +10 attraction for there being a military academy on the planet, you'd be looking at 90 attraction for Authoritarian and 30 attraction for Militarist meaning 75% of your Pops would be Authoritarian; if you added +100% attraction for empire ethics, assuming it multiplied the whole thing you'd end up with 180 vs 30 meaning almost 86% of your Pops would be Authoritarian.

Or they could have flipped the equation and rather than reducing development cost you could increase development efficiency. At low numbers they're almost the same (+15% development efficiency would equal -14.1% development cost), while stopping stacking from being super-sensible (+90% development efficiency would only equal -47.4% development cost).That said, I've seen some questionable stuff by paradox in the past when it comes to making %age bonuses additive (leading to things like combining-5%s and -10%s to get a total -90% development cost and other weirdness which usually means that strong bonuses get nerfed) when they should really be multiplicative, so I certainly don't know for sure.
