First off, I hope this is in complaints with the forum rules.
I do understand your decision to censor the German version and this post is not about the pro and cons about it or to discuss the laws in Germany that you based your decision about.
But there is one thing that I don't understand. Why will it not be possible to activate a none German key on Steam from within Germany (German IP address)? As far as I know such a ban is not mandatory by Steam when a publisher wants a certain region to get a censored version, so its basically just a publishers decision. There are other games that are censored for Germany but it was still possible to buy a key from anywhere in Europe and activate it normally on Steam from within Germany.
The game Dying Light for example was banned in Germany and was therefor not available to buy from within Germany on Steam (no Steam product page) but could still be gifted from a buyer located elsewhere and activated here. Buying a product key was also possible.
