I conquered Leningrad, Moskwa, Stalingrad, Caucausus and more ..but Russia don't surrender......why?

IIRC you have to go further east.

I can't recall how much further, given that on UGroFaz I have some difficulties getting there.

After taking all the needed cities there is a 5% chance per week of the event firing so it may take a few months.

well anyway, if you have the conditions to trigger bitter peace, you might as well annex the whole thing, theres only vladivostok and 2-3 provinces on the trans-siberian road to take.
i dont know why they changed the conditions, now its less advantageous to get Bitter Peace.

do have paris as well? if so, just be patient, it will come, in the meantime, go after the rest of the vp provinces to annex the whole lot if possible.
