About retinues and levies

Hi,

It's been a while before I last played to CKII. I bought a few days ago the sword of Islam and Byzantine DLC... Retinue, factions, all this is new to me. Yet, I think there's something wrong with my game: I just fail to recruit vassals levies from counties (or higher) I don't hold. I believe it's the same for AI; I actually can raise bigger army (about 12k... I've got a big demesne by now) than the Emperor himself (about 7k; sometimes about twice more but probably due to mercenaries...).
As well, I can't recruit a single retinue.

Is this intended?

You can only raise levies from your direct vassals, so if you´re king of France, you will only raise levies from the dukes, not the counts that are vassals of the dukes as well.

I don't think I can from my own dukes as well (as a king). I'll check again though. I'm still confused about wether or not I should be able to get retinues or not. I noticed there's a technology about this, but tech level 5 still shows a 0% increase of something about retinue.

Probably a bug then, make a post in the bug forum with a screenshot (if possible, adding one here may also be useful.)

Nevermind; thanks for help; actually, it was a modded version of defines .lua; an update added a few lines that the modded version was missing. Everything's working well now.
