Here is something that I believe hasn't got much attention.
Since 1.31.0 (and on 1.31.1), you can only click the join HRE button if your capital is bordering the HRE. This for example means that Provence cannot click the join HRE button if its capital is in Aix -- it has to move it to one of two provinces bordering Savoy/Saluzzo since it has to directly border the HRE.
You're France who got elected emperorship? Well you have to first move your capital next to HRE if you want to join HRE. Poland with capital in Warsaw? Same deal.
My guess is that they did this change to fix the fast revoke strategies that we designed on 1.30.X, and I have no issues against fixing "exploits" or "clever strategies" that clearly weren't intended. However, I don't think fixing a strategy that players have to go out of their way to do and won't affect normal gameplay with a huge hammer that affects normal gameplay is really the right thing to do.
